درس‌گفتارهای فلسفه‌ی سیاسی کانت (۸): کانت، پیشرفت و حق انقلاب

«فلسفه‌ی سیاسی کانت» عنوان درس‌ هانا آرنت در ترم پاییزی سال ۱۹۷۰ در مدرسه‌ی جدید مطالعات اجتماعی است. مسأله‌ی اصلی آرنت در این درس‌گفتارها «قضاوت» است. انتشار کتاب آرنت شبه‌انقلابی در کانت‌شناسی به پا کرد، از آن رو، که پیش از آن، محققان برای بحث درباره‌ی فلسفه‌ی سیاسی کانت به سراغ نقد عقل عملی و رساله‌های کوچک اواخر عمر کانت می‌رفتند، در حالی که آرنت کشف مهمی کرده بود: برای شناخت فلسفه‌ی سیاسی کانت باید به سراغ نقد قوه‌ی حکم وی رفت، نه نقد عقل عملی یا آموزه‌ی حق،  بخش اول متافیزیک اخلاق، یا بنیاد متافیزیک اخلاق او. آرنت در نامه‌ای به تاریخ ۲۹ اوت ۱۹۵۷، به کارل یاسپرس می‌نویسد: مشغول خواندن نقد قوه‌ی حکم کانت هستم. در این‌جا فلسفه‌ی سیاسی کانت حقیقی نهفته است، نه در نقد عقل عملی.» (مکاتبات، ص. ۳۱۸)

در آن‌چه برای شما از نزاع دانشکده‌ها (جزء دوم، بخش ششم و و هفتم) خواندم، کانت به صراحت گفت که او باکی از اعمال و جنایات افرادی ندارد که باعث برآمدن و سقوط امپراتوری شدند، آن‌چه را پیش‌تر عظیم بود کوچک کردند و آن‌چه را کوچک بود عظیم. اهمیت این واقعه[1] برای او منحصراً در چشم ناظر است، در دیدگاه ناظران بیرونی که رویکرد خودشان را در فضای عمومی اعلام می‌کنند. واکنش آن‌ها به این رویداد اثبات‌کننده‌ی «خصلت اخلاقی» نوع بشر است. بدون این مشارکت همدلانه، «معنا»ی این واقعه به‌کل چیزی دیگر و به وضوح غایب می‌شد. زیرا این همدلی است که امید را برمی‌انگیزاند،

امیدی که، پس از انقلاب‌های بسیار، با همه‌ی آثار دگرگون‌سازشان، عالی‌ترین غایت طبیعت، یک هستی جهان‌وطن، در نهایت تحقق می‌یابد و از درون آن همه‌ی توانایی‌های اصیل نژاد انسانی می‌تواند توسعه پیدا کند.[2]

با این همه، برای این نباید نتیجه گرفت که کانت دست‌کم از مردان انقلاب‌های آینده حمایت می‌کند. در پانوشتی بر این مطلب در نزاع دانشکده‌ها کانت این نکته را به خوبی روشن می‌کند؛ «حقوق مردم»ی وجود دارد که هیچ حاکمی نمی‌تواند به نحو علنی آن‌ها را نقض کند که مبادا آن مردم علیه وی انقلاب کنند؛ و آن‌ها فقط به خاطر آزادی انقلاب خواهند کرد، هرچند که آن‌ها وضع معیشتی خوبی داشته باشند، امنیت آن‌ها با قدرت تمام تأمین شود، و «هیچ کم‌وکاستی در بهروزی خود برای شکایت کردن ندارند.» حقوق همه‌ی آدمیان، از جمله حق مردمی که قانون‌گذار خواهند بود مقدس است. و در عین حال:

این حقوق… همواره ایده‌ای باقی می‌مانند که می‌توان فقط به شرطی آن‌ها را تحقق بخشید که وسائل به خدمت گرفته شده برای چنین هدفی با اخلاق سازگار باشند. این شرط محدودکننده نباید از سوی مردمی نادیده گرفته شود که در پی احقاق حق خود از راه انقلاب نیستند، امری که در همه‌حال ظالمانه است.»[3]

اگر ما فقط این پانوشت را در اختیار داشتیم، چه بسا گمان می‌کردیم که کانت وقتی آن را می‌ا‌فزوده احتیاط به خرج می‌داده است؛ ولی عین همین هشدار در چند فقره‌ی دیگر هم تکرار شده است. به سراغ صلح پایدار می‌رویم، جایی که موضع کانت در آن بهتر تبیین شده است:

اگر انقلابی خشونت‌بار، حاصل قانون اساسی‌ای بد، از طُرُق غیرقانونی قانون اساسی‌ای قانونی‌تر پیش بگذارد، رهنمون کردن مردم به قانون اساسی قبلی مجاز نخواهد بود؛ بل‌که هم‌چنان‌که انقلاب دوام یافته، هر شخصی که آشکارا یا نهان در آن مشارکت کرده باید در مقام کسانی که شورش کرده‌اند با مجازات تاوان پس بدهد.[4]

زیرا، همان‌گونه که او به همین مضمون در متافیزیک اخلاقیات می‌نویسد:

اگر انقلابی موفق شده و قانون اساسی جدیدی استقرار یافته، عدم وجاهت قانونی خاستگاه و موفقیت آن نمی‌تواند تبعه‌ی کشور را از التزام به آن در مقام شهروندانی خوب به نظم جدید چیزها معاف بدارد.[5]

در نتیجه وضع موجود هرچه باشد، خوب یا بد، شورش هرگز مشروع نیست، البته، اگر:

حقوق مردم پایمال شده، [در نتیجه] در صورت اقدام به سقوط خودکامه، بی‌عدالتی‌ای رخ نداده است. هیچ تردیدی در این باره نیست. با این همه، این در حد اعلای عدم مشروعیت برای تبعه کشور است که حقوق خود را از این راه مطالبه کنند. اگر آنان در مبارزه شکست بخورند و در نتیجه، به مجازات سخت برسند، آنان نمی‌توانند بیش از خودکامه،  در صورت پیروزی [مبارزه‌ی آن‌ها و ساقط کردن وی]،‌‌ از بی‌عدالتی شکایت کنند.[6]

آن‌چه در این‌جا به روشنی می‌بینید تضادی است میان اصلی که بر حسب آن باید عمل کرد و اصلی که بر حسب آن باید داوری کرد. زیرا کانت همان کنشی را محکوم می‌کند که نتایج آن را با رضایت خاطری که به اشتیاق (enthusiasm) پهلو می‌زند تأیید می‌کند. این تضاد صرفاً در سطح نظری وجود ندارد؛ در سال ۱۷۹۸، کانت یک بار دیگر با شورش مواجه شد، یکی از شورش‌های بسیار ایرلند علیه اقتدار آن‌زمان «مشروع» انگلستان. طبق گفته‌ی یک آشنا، چنان‌که در دفتر یادداشت‌های روزانه‌ی ابگ (Abegg) ثبت شده، او باور داشت که شورش مشروع است و حتی برای [تحقق] جمهوری انگلستان در آینده اظهار امیدواری می‌کرد.[7] در این‌جا هم مسأله‌ صرفاً یک دیدگاه بود، قضاوت یک ناظر. و او به همین مضمون می‌نویسد:

من نمی‌توانم تعبیری را که حتی آدم‌های باهوش به کار برده‌اند بپذیرم: برخی از مردمِ (درگیرِ کسب آزادی مدنی) هنوز مستعد آزادی نیستند؛ نوکران یک زمین‌دار مستعد آزادی نیستند، و به همین منوال هم چنین آدم‌ها به طور کلی مستعد آزادی باور نیستند. بنابر چنین پیش‌فرضی آزادی هرگز سرنمی‌رسد؛ زیرا ما هرگز مستعد این آزادی نیستیم مگر زمانی که پیشتر آزاد شده باشیم – ما باید آزاد باشیم تا بتوانیم قوای خود را به صورت هدفمند در آزادی به کار گیریم [و] ما هرگز مستعد عقل نیستیم مگر از طریق تلاش‌های خودمان، که تنها زمانی ممکن است که ما آزاد باشیم… [این عقیده که مردمی که به نوکری گماشته شده‌اند] ذاتاً لیاقت آزادی را ندارند… غصب امتیاز الهی‌ای است که انسان را برای آزادی آفریده است.[8]

دلیلی که شما نباید درگیر آن‌چیزی شوید که، در صورت موفقیت، خواهید ستود، «اصل استعلایی عمومیت» است که حاکم بر همه‌ی کنش‌های سیاسی است. کانت این اصل را در صلح پایدار (تکمله دوم) بیان می‌کند، جایی که او تضاد میان بازیگر درگیر و ناظر قضاوت‌کننده را «تضاد سیاست با اخلاق» می‌خواند. اصل حاکم آن است که:

همه کنش‌هایی که به حقِ دیگر آدمیان مربوط است غیرعادلانه‌اند اگر دستور آن‌ها با عمومیت [یا علنی بودن] سازگار نباشد… [زیرا] دستوری که نتوانم آن را علناً فاش کنم، بدون آن‌که در هدف خود ناکام بمانم، اگر بخواهد موفق شود باید مخفی بماند: اگر نتوانم آن را به طور عمومی اعلام کنم بدون آن‌که ضرورتاً مخالفت عمومی را با طرح خود برانگیزم… مخالفتی که می‌توان از قبل آن را پیش‌بینی کرد، فقط راه به بی‌عدالتی‌ای می‌برد که با آن دستور تهدیدی برای همگان است.[9]

همان‌طور که نادرستی استبداد را می‌توان نشان داد، زیرا «هیچ حاکمی جرأت نمی‌کند که آشکارا بگوید که او حقوق مردم بر عهده‌ی خود را هیچ به رسمیت نمی‌شناسد»، نادرستی شورش نیز از این واقعیت معلوم می‌شود که اگر دستوری که بر اساس آن [مردم] عمل خواهند کردند به طور علنی به رسمیت شناخته شود، در هدف خود ناکام می‌ماند. در نتیجه، دستور باید مخفی نگاه داشته شود؛ دستور «مصلحت سیاسی» مثلاً «ضرورتاً در نیل به هدف خود شکست می‌خورد اگر عمومی شود؛» از سوی دیگر، مردمی که درگیر روی کار آوردن دولتی جدید هستند نمی‌توانند «نیت خود برای براندازی» را آشکار کنند، زیرا «هیچ دولتی در این شرایط ممکن نخواهد بود» در حالی که هدف این مردم مستقر کردن یک دولت است.

کانت خود دو دلیل علیه این استدلال اقامه می‌کند. اول آن‌که این اصل «صرفاً سلبی است؛ یعنی صرفاً در مقام بیان آن چیزی است که عادلانه نیست، [و ] ما نمی‌توانیم به طور معکوس نتیجه بگیریم که دستورهایی که به طور علنی قابل بیان کردن‌اند، عادلانه نیز هستند. به عبارت دیگر، دیدگاه نیز، مخصوصاً اگر دیدگاهی فارغ از علاقه‌یی ناظر نباشد، بل‌که دیدگاه جانب‌دارانه‌ی غیرانتقادی شهروندان علاقمند باشد، می‌تواند خطا باشد. دوم آن‌که مقایسه میان حاکم و مردم تحت حکومت خطاست؛ «هیچ کسی که دارای قدرت برتر است نیازی به پنهان کردن نقشه‌های خود ندارد.» در نتیجه کانت یک «اصل استعلایی و ایجابی» را پیش می‌گذارد:

همه‌ی دستورهایی که برای ناکام نشدن در هدف خود نیازمند علنی‌شدن هستند، با سیاست و حق هر دو در توافق‌اند.

این راه حل «تضاد سیاست با اخلاق» از فلسفه‌ی اخلاق کانت برمی‌آید که در آن انسان که فرد جداگانه‌ای است و به هیچ چیز جز عقل خود رجوع نمی‌کند، این دستور را می‌یابد که فاقد تناقض درونی است، و در نتیجه بر اساس آن می‌تواند یک امر را استنتاج کند. عمومی [یا علنی] بودن (publicness) معیار درستی در فلسفه‌ی اخلاق اوست. در نتیجه، مثلاً «هر کس قانون اخلاقی را به مثابه‌ی چیزی تلقی می‌کند که می‌تواند به طور عمومی بیان کند، ولی دستورهای خود را به مثابه‌ی چیزی تلقی می‌کند که باید مخفی باشد».[10] دستورهای خصوصی را باید بررسی کرد و اطمینان یافت که آیا می‌توان آن‌ها را علنی بیان کرد یا نه. اخلاق در این‌جا تلاقی امر خصوصی و امر عمومی است. اصرار بر خصوصی بودن دستور شر است. شاخص شر بودن، در نتیجه، دامن درکشیدن از قلمرو عمومی است. اخلاقی بودن، به معنای امکان دیده شدن است، و این [دیده شدن] نه فقط توسط انسان‌ها که در وهله‌ی نهایی توسط خداوند، عالِم مطلق قلوب[11]است.

انسان تا جایی که اساساً به کاری دست می‌زند، قانون می‌گذارد؛ انسان قانون‌گذار است. ولی کسی می‌تواند این قانون‌گذار باشد که خود آزاد باشد؛ این‌که آیا همان دستور درباره‌ی نوکر همان‌قدر معتبر است که درباره‌ی انسان آزاد، جای پرسش دارد. حتی اگر شما راه حل کانت را چنان‌که در این‌جا تقریر شد، بپذیرید، پیش‌شرط آن طبعاً «آزادی قلم» است، یعنی وجود فضای عمومی دست‌کم برای [ابراز] عقیده، اگر نه عمل. برای کانت، لحظه‌‌ی شوریدن، لحظه‌ای است که آزادی عقیده ملغی می‌شود. شورش‌نکردن یعنی قادر نبودن به پاسخ این استدلال قدیمی ماکیاولی‌وار علیه اخلاق: اگر شما در برابر شر مقاومت نکنید، مرتکبان شر هر کاری بخواهند می‌کنند. گرچه این درست است که با مقاومت علیه شر شما به احتمال زیاد به شر آلوده خواهید شد، پروای جهان داشتن شما در سیاست مقدم بر پروای خودداشتن شما قرار می‌گیرد – چه این خود، بدن شما باشد چه روح شما. (این سخن ماکیاوللی: «من شهر موطن خود را بیش از روح خود دوست دارم» یکی از تعابیر گوناگون آن است: من جهان و آینده‌ی آن را بیش از زندگی خود و خویشتن خود دوست دارم.)

به واقع، دو فرض در کانت هستند که به او مجال می‌دهد خود را به آسانی از تنش رهایی بخشد. او از یکی از آن‌ها در جدل‌اش با موسس مندلسون، که منکر [ایده‌ی] لسینگ [درباره‌ی] «پیشرفت نوع بشر به مثابه‌ی یک کل» بود، آگاه است: مندلسون به نقل از کانت می‌گوید:

«انسان در مقام یک فرد پیشرفت می‌کند، ولی نوع بشر بین محدوده‌هایی ثابت در رفت و آمد است. نوع بشر در مقام یک کل به سختی همان سطح از اخلاق را رعایت می‌کند، همان درچه از دین‌ و بی‌دینی، فضیلت و رذیلت، سعادت و شقاوت.»[12]

کانت پاسخ می‌دهد که بدون فرض پیشرفت، هیچ چیز معنایی نخواهد داد. پیشرفت ممکن است متوقف شود، ولی هرگز گسسته نمی‌شود.» او جذب «وظیفه‌ی فطری» می‌شود، همان‌ استدلالی که او در نقد عقل عملی به کار می‌گیرد؛ صدایی فطری که می‌گوید: تو باید (Thou Shalt)، و این تناقض خواهد بود اگر فرض کنیم که من نمی‌توانم زمانی که عقل خودم به من می‌گوید که من باید (آن‌چه فوق طاقت است، برای کسی الزام‌آور نیست.)[13] و کانت مدعی است که بدون چنین فرضی، «امید برای دورانی آینده» هیچ کنشی به هیچ روی ممکن نیست؛ زیرا این امید به تنهایی «انسان‌های درست‌اندیش» را در انجام چیزی برای خیر عمومی الهام می‌بخشد[14]. خب، ما امروزه می‌دانیم که ما می‌توانیم تاریخ ایده‌ی پیشرفت را معین کنیم، و می‌دانیم که انسان‌ها همواره به کنش دست زده‌اند، یعنی خیلی وقت پیش از آن‌که این ایده‌ پدیدآید.

فرض دوم و حتی مهم‌تر کانت مربوط به ماهیت شر است. ماکیاولی می‌انگاشت که شر به طور گسترده‌ای می‌پراکند اگر انسان‌ها در مقابل آن حتی به قیمت آن‌که خود مرتکب شر شوند، مقاومت نکنند. کانت، بر خلاف، و به نوعی در توافق با سنت، باور دارد که شر بنا به ماهیت‌اش خود-ویران‌گر است. در نتیجه:

«غایت انسان به مثابه کل نوع … به وسیله‌ی مشیت [و گاهی می‌گوید «طبیعت] به نقطه‌ی موفقی آورده می‌شود، اگر چه غایات انسان‌ها به مثابه‌ی افراد صددرصد در جهت معکوس قرار می‌گیرد. زیرا خود تنش میان تمایلات فردی که سرچشمه‌ی همه‌ی شرور است دست عقل را در چیرگی بر همه‌ی آن‌ها باز می‌گذارد؛ بنابراین، این نه به شر که به خیر تفوق می‌بخشد، خیری که به محض آن‌که استقرار یافت به پاس‌داشت خود تداوم می‌بخشد.»[15]

و باز این‌جا چشم‌انداز ناظر تعیین‌کننده است. به تاریخ به مثابه‌ی یک کل بنگر. چه نوع نمایشی خواهد بود بدون فرض پیشرفت؟ بدیل‌ها برای کانت یا پسرفت است، که نومیدی می‌آفریند، یا همسانی ابدی، که برای ما تا حد مرگ ملال‌آور است. این قطعه را نقل را می‌کنم تا یک بار دیگر اهمیت ناظر را برجسته سازم:

«این منظری است در خور یک خدا تا انسانی فضلیت‌مند را بنگرد که با دشمن خود و وساوس شر پنجه درانداخته، و هم‌چنان توانسته علیه آن‌ها بایستد. ولی این منظری است که کاملاً ناسازگار … حتی برای انسان عادی ولی صادقی که نژاد انسانی را می‌بیند که طی مدت‌زمانی به سمت فضیلت می‌شتابد، و سپس بی‌درنگ از همه‌ی راه به رذیلت و شقاوت بازگردد. تماشای چنین نمایشی شاید برای لحظاتی تأثیرگذار و آموزنده باشد، ولی پرده باید در نهایت فروافتد. در دراز مدت، این به مضحکه بدل می‌شود. و اگر بازیگران از آن خسته نشوند – چون احمق هستند (آیا همه‌ی بازیگران احمق‌اند؟) – تماشاگر خسته می‌شود، چون هر پرده‌ی نمایش برای او کافی است تا به طور معقولی نتیجه بگیرد که این نمایش پایان‌ناپذیر یک همسانی[16] ابدی است.»[17]
